What We Do

We build award winning homes and have been doing so for over 35 years. Our expertise and passion is in custom home building. We pride ourselves in our attention to detail and our commitment to take excellent care of our clients and employees. Our decades of experience with hundreds of both commercial and residential projects totaling over $100 million in value, include from the ground up construction, remodels, additions, refurbishing, tenant improvements, historical restoration, and seismic and structural upgrades. These projects include office buildings, homes, clubhouses, restaurants, banks, public and private schools, single and multi-level residences, apartments and condominiums.

Project Management

Projects run seamlessly due to multiple layers of management. Our Site Superintendents and Foremen have been with the company for decades, ably managing the staff on site to ensure a smooth progression of the project. Our office staff manage bureaucratic requirements, schedules, appropriating materials, vetting and contracting with subcontractors, customer relations, billings, payments, and many other requirements of the project.

Cost Estimates and Analysis

Our estimating team's experience shows in its ability to give accurate estimates and innovative ways to come up with multiple possibilities in value engineering a project.

Sustainability Consulting

The diversity of Architects we work with, including those who specialize in LEED homes, have allowed us to be proudly featured in various outlets for the individual projects’ commitment to sustainability. Who We Are

Dedicated Experts At Every Level

William "Bart" Elmer, Jr.

President & Owner

Bart Elmer has been in the construction business for over 35 years and has been a sole owner or partner for over 31 years. He has been the general contractor for construction contracts totaling over 95 million dollars, which include a wide range of commercial projects, banking institutions, recreation facilities, restaurants, historic restorations, seismic retrofits senior housing renovations, private schools, custom homes and remodels. His responsibilities include:

  • Primary contact for clients, contracts, negotiations
  • Management of all projects
  • Supervision of all staff members
  • Oversees all cost estimates
  • Personally reviews progress at construction sites
  • Marketing

His affiliations include the American Institute of Architects, East Bay Chapter, Professional Affiliate and the National Federation of Independent Business. He received an M.C.P. in City and Regional Planning from the University of California, Berkeley (1974) and a B.A. in Physics from Eastern Michigan University (1969). When not on the job, you'll find Bart on the ice hockey rink.

David P. Bartke

Cost Estimator, Project Manager

David Bartke is a licensed General Contractor and has been with W.B. Elmer & Company for over 32 years. His experience includes a wide variety of projects: commercial work, tenant improvements, seismic retrofits, historic restorations, recreation facilities, restaurants, custom designed homes and residential remodels. He is responsible for:

  • Cost estimates, including budget and feasibility estimates
  • Negotiated bids, competitive bids and government/public bids
  • Preparation and presentation of proposals
  • Value engineering, research and presentation
  • Project Scheduling
  • Coordination of subcontractors
  • Field support
  • Ordering materials
  • Budget management

David received a B.A. in English from the University of California, Berkeley (1974) and a Masters Divinity from Trinity Seminary (1978). David likes to spend his free time cycling and hiking.

Alix L. Emery

Office Manager

Alix Emery has worked in all aspects of the construction industry for over 30 years, from Apprentice Carpenter and Pipefitter to General Partner in a commercial construction firm. Her field and full charge administrative experience has been an asset to W.B. Elmer & Company for over 20 years. Her experience allows her to efficiently interface with clients, lenders, Architects, Engineers, subcontractors, employees, government and local authorities, and other business professionals. She is responsible for:

  • Contractual Agreements
  • Legal Administration
  • Federal, State, Local government business and employment requirements
  • OSHA Administration/State and Federal Safety Program requirements
  • Insurance
  • Recycling Programs
  • Utilities contracts/requirements
  • Accounts Payable and Receivable
